Virginia Sweeps Study Bill 2026: SB579 Returns In January

Virginia Sweeps Study Bill 2026 news gives the sweepstakes industry a rare bit of hope. Senate Bill 579 is officially on the books for the 2027 session. Instead of a ban, the bill calls for a formal study of sweepstakes casinos. Moreover, no other state has ordered a study like this yet.

Virginia Sweeps Study Bill 2026: How SB579 Got Here

SB579 started life in January as a straight ban on sweeps casinos. However, the Senate Courts of Justice Committee rewrote it in February. The new version turned the ban into a study mandate. On February 11, the committee voted 14-1 to carry the bill over to the next session.

Then, on July 21, the bill got the label “continued from last session.” That label works the same as a pre-filing. As a result, SB579 should return to the same committee when the 2027 session opens on January 13.

The amended text gives the job to the Virginia Lottery Board. The board would form a work group. That group would include people from the online sweepstakes and social games industry. Together, they would study the legal, economic, technical, and policy effects of a regulated market. They would also write a legal definition of “online sweepstakes games.”

Why It Matters For Players

Sweeps players have watched states shut doors all year. Louisiana, Oklahoma, Tennessee, Indiana, and Maine all passed bans in 2026. Oklahoma’s ban takes effect on November 1. Therefore, a study bill stands out as a softer path.

Virginia also has unfinished business. In 2026, Senate Bill 118 and House Bill 161 would have banned Sweeps Coin play and legalized real-money online casinos. Both passed their chambers. Still, they stalled in a conference committee in March. Additionally, a bill to create a Virginia Gaming Commission rolled over to 2027 too.

Time is short, though. The 2027 session should last only about 45 days. That leaves little room to settle big differences.
